On Wednesday, Aug. 19, 2026, OCC Comptroller Jonathan Gould told the Wyoming Blockchain Symposium, hosted by SALT in Jackson, that the agency intends to publish its final GENIUS Act payment-stablecoin rule by November. The sprint has one job: start processing issuer applications in 2027. He did not name a calendar day inside November.
That is the story on my screen this Saturday. Not a floor war. A bank regulator putting a month on the map after missing an earlier July 2026 implementing target.
November is the line Gould drew
Gould’s line, carried by Decrypt, was direct: "We are very intent on moving quickly and getting a final rule out by November so that we will be able to start processing applications within the new year."
The GENIUS Act was signed in July 2025. It takes effect in January 2027. The statutory regulations deadline sits on January 18. The OCC already slipped past a July 2026 target, so November is the recovery window the market is watching now.
In February the agency issued a 376-page draft. Comment ran through May. The paper covers reserves, redemption at par, liquidity, risk, audits, custody, and wind-down. Gould also said digital-asset chartering activity is up eightfold versus the Biden era, with applications expected once the 2027 window opens.
Treasury still has a separate GENIUS prohibitions proposal with comments running to Oct. 19. Related paperwork. Not the lede. The lede is the OCC final rule racing the law’s own effective date.
Candles on the majors while the rulebook cooks
Saturday, Aug. 22, 2026 price context from CoinGecko at 6:39pm ET is not a parade. Bitcoin sat near $77,005, down about 1.83 percent. Ether printed around $2,415.98, off roughly 4.46 percent. XRP held a green session near $1.47, up about 2.20 percent. Solana chopped near $93.91, basically flat. DOGE hovered around $0.092326, down about 1.69 percent.
Red candles on the majors do not erase a November rule month. They split mindshare between the chart and the statute. Payment stablecoins sit under both. When the OCC finishes the final rule, issuers stop living inside draft language and start lining up applications for 2027. That is a price-path story for the rails under crypto, not a single alt rip.

Mint cost, capital structure, price path, community energy, and founder presence all pull the same direction in this comparison. Rektguy energy leaned moment and meme swing. What I am watching into the fall
Gould did not promise a November morning or a November night. He promised the month. Applications follow in the new year. The draft already sketched reserves and redemption. The final rule is the gate.
On my side of the timeline I am not confusing a stablecoin rulebook with a floor bounce. I am saying the rails matter when majors are red and alts are ranging. Doginal Dogs keeps the IRL calendar honest while the OCC finishes homework it already started. Rektguy stays the cleaner foil on viral candle culture versus long-haul delivery. Same market week.
